Mumbai Rolls Out New Rules for Pet Owners & Stray Animal Care: What You Need to Know!

Mumbai just got a whole lot more pet- and animal-friendly! The Brihanmumbai Municipal Corporation (BMC) has unveiled a comprehensive set of guidelines to ensure harmony between animal lovers, pet owners, and residents across the city. 

Here’s A Quick Guide to What It Means for You:

Why These Rules?

With more Mumbaikars adopting pets and caring for street animals, the city has seen a rise in both compassion and occasional conflict. The new rules, inspired by Supreme Court orders and the Animal Welfare Board of India, aim to protect both humans and animals, ensuring everyone can coexist peacefully.

Key Guidelines at a Glance

For Animal Feeders & Caregivers:

  • Feeding is Legal: You can feed street dogs and cats, but stick to clean, designated spots away from children’s play areas and main walkways.
  • Hygiene First: Serve up clean food; no raw meat or leftovers. 
  • Help with Health: Support sterilisation and vaccination drives.
  • Timing Matters: Feed early morning or late evening to avoid busy times.

For Housing Societies (RWAs/AOAs):

  • No Pet Bans: Societies cannot ban pets or restrict their size. It is a fundamental right. 
  • Regulate, Don’t Restrict: Feeding street animals is allowed, but societies can set safe, agreed-upon feeding zones and times.
  • Zero Tolerance for Cruelty: Harassing feeders, abandoning pets, or animal cruelty is punishable.
  • Animal Welfare Committees: Societies are encouraged to form these as per the latest rules.

For Pet Owners:

  • License Your Dog: All pet dogs must be registered with the BMC. Unlicensed dogs are a big no-no. 
  • Health & Cleanliness: Keep your pets clean, vaccinated, dewormed, and ideally sterilised.
  • Leash Up & Clean Up: Dogs must be leashed in public, and owners must clean up after them.
  • Pets in Public Spaces: Pets are allowed in lifts and public areas; societies cannot ban them, though alternate lifts can be suggested.
  • Safety First: Address any aggressive behaviour, and only adults (18+) should walk dogs.

For Schools, Tech Parks & Institutions:

  • Do not Relocate Animals: Community animals must remain where they are, but should be sterilised and vaccinated.
  • Provide Care: Ensure food, water, and shelter for animals on campus.
  • Train Staff: All staff should know how to handle animals humanely.
  • Spread Awareness: Put up signs and messages to educate everyone about coexisting with animals.
