Gurugram Pet Dog Registration Mandatory, MCG Warns Owners

Gurugram, Haryana: The Municipal Corporation of Gurugram (MCG) has made pet dog registration mandatory for all dog owners within its jurisdiction and warned that action may be taken against those who fail to comply. The directive requires residents to register their pets under the Haryana Municipal Corporation (Registration and Proper Control of Dogs) Bye-Laws, 2008.

Issued by MCG Commissioner Pradeep Dahiya, the order reiterates existing regulations governing pet ownership in the city. Existing registrations remain valid and do not require re-registration. The registration fee is INR 500, and pet owners must ensure that the registration token issued by MCG is attached to their dogs.

The civic body said the move comes amid concerns over rising pet-related complaints and low registration compliance. Official records show that only around 2,290 pet dogs were registered with MCG over the past year.

Under the rules, pet dogs must be kept on a leash when taken outside private premises and should not be allowed to roam freely in public spaces such as roads, parks, markets, and green belts. Owners are also required to use muzzles where necessary, particularly in the case of aggressive or potentially dangerous breeds.

Pet owners must maintain cleanliness in public areas by carrying poop bags and disposing of pet waste responsibly. MCG has stated that residents are required to follow these guidelines as part of responsible pet ownership.

The corporation has warned that violations may attract action under the Haryana Municipal Corporation Act, 1994, and the applicable dog-control bye-laws. Pet owners may also be held liable in cases involving dog attacks, bites, public nuisance, or negligent handling of pets. In serious cases, legal proceedings may be initiated under relevant laws.

MCG has urged residents to complete the registration process and comply with the prescribed regulations to improve public safety, sanitation, and responsible pet ownership across Gurugram.
