Widespread cruelty, illegal practices in Delhi pet shops, says Survey

New Delhi: A recent survey exposes rampant violations in pet shops across the capital, uncovering distressing instances of cruelty, unlicensed operations, and disregard for animal welfare.

Conducted by the Animal Law Cell at the Faculty of Law, University of Delhi, the survey reviewed 34 pet shops in the city. Its findings reveal a troubling pattern: routine breaches of the Pet Shop Rules, 2018, with animals often subjected to neglect, unsanitary conditions, and unlawful trade practices.

Underage puppies on sale, overcrowded cages, and visibly unhygienic spaces were observed to be recurring issues. The report paints a stark picture of an industry marred by poor oversight and systemic non-compliance. 

any establishments were found to be running without valid licenses, offering no access to veterinary services, and sourcing animals through unregistered breeders; actions that directly contravene existing legal standards.

"These animals suffer in silence while laws meant to protect them are ignored," said Professor Sunanda Bharti, convener of the Animal Law Cell. "This report is a wake-up call — the law exists to protect animals but without enforcement, it remains meaningless. Authorities must act now," Bharti added.

The report demands swift and concrete steps: immediate closure of unlawful shops, rescue and rehabilitation of animals kept in violation of the rules, and more robust surveillance to deter the illegal sale of both companion and wildlife species.

"Without intervention, these violations will continue to harm countless animals, undermining the legal protections that are meant to safeguard their welfare," noted Ankur Arora, student convener of the Animal Law Cell. He warned that continued inaction sends a message that animal cruelty is not just tolerated, but enabled.

The Cell expressed hope that the findings will equip enforcement bodies to take decisive action and ensure that the Pet Shop Rules, 2018 are fully upheld. They reaffirmed their dedication to meaningful law enforcement and longer-term reforms that can bring lasting change to India’s animal welfare landscape.
