LMC to Launch India’s First Training Centre for Animal Birth Control

Lucknow: The Lucknow Municipal Corporation (LMC) has announced its intention to establish what it calls India’s first dedicated training facility for animal birth control (ABC) in the city. Backed by ?1.25 crore in state funding, the initiative will support a sterilisation drive targeting stray dogs and include the creation of a specialised unit at the veterinary hospital in Jarahara, Indira Nagar.

Officials from LMC noted that the centre will go beyond sterilisation work, doubling as a training ground for individuals to learn ABC operations and dog-catching skills.

“This ABC centre will be the first of its kind in the nation,” stated Arvind Kumar Rao, additional municipal commissioner. “It will be open to the public, with trainees paying a nominal fee, details of which are still under review. Training will focus on humane dog-catching methods and sterilisation processes aimed at reducing human–stray conflicts.”

The concept was formally pitched by Rao earlier this year through a detailed project report (DPR), estimating total costs at ?2.5 crore. In response, the state sanctioned ?1.25 crore from the unspent ?15 crore corpus under the Fifth State Finance Commission, earmarked for ABC work across urban areas in Uttar Pradesh.

As per the official order, funds will be disbursed following established financial protocols, and LMC has been directed to begin implementation promptly.

Abhinav Verma, the civic body’s animal husbandry officer, confirmed that operations at the centre would be managed by a private agency. “The project will be jointly monitored by the state government, LMC, and the Animal Welfare Board of India, ensuring compliance with national norms on animal welfare and sterilisation standards,” he said.
