Kerala Law Student Petitions HC After Stray Dog Attack

Kochi: Keerthana Sarin, a law student from Nedumangadu in Thiruvananthapuram, has moved the Kerala High Court, urging state intervention to address the escalating stray dog problem. Her plea comes in the wake of a personal attack by a group of strays on May 30, during her return from town, which left her injured.
Taking note of the petition, a bench led by Justice C S Dias sought the state government's response and scheduled the matter for hearing on June 17.
 
In her petition, Keerthana highlighted that the Nedumangadu region has been witnessing a surge in stray dog incidents, with at least three to four similar cases reported in the week following her own attack. She alleged inaction by local authorities despite multiple complaints from residents.
 
To address the issue, she has requested the formation of district-level monitoring committees under Rule 24 of the Animal Birth Control (Dogs) Rules, 2001. These bodies, she suggests, should oversee a structured programme to capture, sterilise, and rehabilitate stray dogs in designated shelters within a stipulated timeframe.
