Chennai to Launch State-wide Portal for Monitoring Pet and Stray Dogs

Chennai: In a move aimed at regulating the growing urban dog population and streamlining animal welfare operations, the Greater Chennai Corporation (GCC) has initiated the development of a digital platform to maintain records of both pet and community dogs across Tamil Nadu. 

The Greater Chennai Corporation (GCC) is developing a state-wide digital platform to centralize records of pet and stray dogs. Tenders have been floated for software and mobile applications that will manage dog identification, registration, and implantable microchip tracking.

The proposed portal, which will serve as a centralised system for animal data management, is expected to support multiple functions; tracking pet dog registrations monitoring stray dog captures, sterilisation status, and vaccination records. GCC officials confirmed that the system will be aligned with the provisions of the Animal Birth Control (ABC) Act, ensuring that sterilised stray dogs are not relocated and that instances of pet abandonment contributing to the stray population are flagged and recorded.

The platform will also provide features for citizens, including a reporting system for animal cruelty cases, an adoption portal for orphaned animals, and access to international travel certificates for pets. Licensing functionalities, complete with payment gateways and automated renewal reminders, will be integrated.

Although the GCC is spearheading the project, the portal is intended for state-wide implementation, with data dashboards operating at both state and local levels. Officials said the platform will categorise animals as pets, community dogs, or abandoned, and will collect data on disease outbreaks, breeder registrations, and dog bite incidents. Implementation details are still under review.
